German remains to be a close ally of Obama on the Russian front but relations have dwindled since 2013 when revelations indicated phone tapping activities on Chancellor Merkel and other European leaders. An outraged Merkel forced the NSA to reduce to a skeleton by the Obama administration and a complete change in the program. 2014 has seen these tensions continue when Germany expelled CIA and US Embassy staff from Berlin based on intelligence activity discoveries. Reports place a CIA operative in the German Intelligence Service known as Bundesnachrichtendienst (BND). A second suspect who was engaged in the German Defense Ministry is currently being investigated and no arrest warrant has been issued so far. Angela Merkel said that “More trust can mean more security” and that spying activities amongst allies are counterproductive and a waste of energy.
